Jaxson Khan - AI Policy Expert

Jaxson Khan is a Senior Fellow at the University of Toronto’s Munk School of Global Affairs and Public Policy, where he teaches a master’s course on AI policy and co-directs the AI Competitiveness Project; he is also the founder and chief executive of the strategy firm Aperture AI. He previously served as a senior policy advisor to Canada’s Minister of Innovation, Science and Industry. About Jaxson Khan

Jaxson Khan, AI policy expert teaching at the Munk School of Global Affairs and Public Policy

Khan has worked on AI in government, enterprises, startups, and within university institutions. As a senior policy advisor to Canada’s Minister of Innovation, Science and Industry, his portfolio covered AI, quantum, semiconductors, and intellectual property; he also worked on the country’s sovereign compute strategy and reforms to the Competition Act. He was Chief of Staff at the think tank LawAI, Director of Growth at the accessibility technology company Fable, and co-created one of Canada’s first AI-focused podcasts.

At the Munk School, he teaches a master’s course on digital transformation and AI policy and co-directs the AI Competitiveness Project. With Sean Mullin, he wrote Sovereign by Design, published in March 2026, which maps Canada’s AI sovereignty vulnerabilities across five dimensions and seven layers of the AI stack and identifies cloud infrastructure and compute hardware as the most acute. He runs the consulting firm Aperture AI, sits on the board of the Human Feedback Foundation, and joined Venture for Canada’s AI Advisory Council in May 2026.

“But we have to work harder to do basic national AI training and also national AI literacy. And if we can do that and actually benefit from the tech, I think we’ll be in a much better place.”

“I think sometimes this transparency element matters a lot both for communicating benefits, but also actually getting proactive consent or notifying people early. We don’t always do a good job of that, especially in big institutions.”
